A decade ago, many Americans & most Japanese believed that Japan was becoming the world's dominant economy & that the United States was in deep trouble. Those perceptions & much of the realities underlying them have been almost totally reversed. In addition, economic conflict between the United States & Japan attained even greater prominence after the political & military concerns of the Cold War disappeared in the early 1990s. The Clinton administration has increased the pressure on Japan to stimulate economic growth, adopt structural reforms & open its markets despite the country's political & economic difficulties.
