    The American & Japanese economies have undergone dramatic change during the 1990s. A decade ago, many Americans & most Japanese believed that Japan was becoming the world's dominant economy & that the United States was in deep trouble. Those perceptions & much of the realities underlying them have been almost totally reversed. In addition, economic conflict between the United States & Japan attained even greater prominence after the political & military concerns of the Cold War disappeared in the early 1990s. The Clinton administration has increased the pressure on Japan to stimulate economic growth, adopt structural reforms & open its markets despite the country's political & economic difficulties. This combination of factors, coming in the context of the change in economic fortunes of the two countries, has made it difficult for the United States & Japan to establish effective relationships on the whole range of economic issues. The Institute's 1993 bestseller, Reconcilable Differences: United States-Japan Economic Conflict, by Bergsten and Noland, provided much of the intellectual foundation for the Clinton administration's framework talks with Japan. But lessons from these talks & the sharp shift in the countries' economic positions, call for a complete rethinking of the future of that relationship.
